Managing Game Quatrers - New Method

BHYSL decided to change how we manage the quarters in each game.
 
Previous method  -  Near the end of a quarter, wait until a ball goes out of bounds before ending the quarter.  The restart for 2nd and 4th quarter would be how the ball left the field of play.
 
NEW METHOD   -   EACH QUARTER IS TO BE KEPT AS EXACT TIME.  IF IT IS A 12 MINUTE QUARTER, BLOW THE WHISTLE AT THE END OF 12 MINUTES.
 
 
  • The start of each quarter will be a kickoff at the center circle.  THE TEAM THAT WINS THE COIN TOSS KICKSOFF 1ST AND 2ND QUARTERS.  THE OTHER TEAM KICKS OFF 3RD AND 4TH QUARTER.

  • We are doing this to keep the games on time, especially the 3rd and 4th grade games.
  •  
  • Remember in BHYSL we do not add time to the clock.
  •  
  • We also need to do a better job of enforcing 2 minutes between quarters, and the half time of 4 minutes for K, 1, 2 and 3 minutes for 3,4,5.
  •  
  • A good technique is to blow the whistle with a minute left in the breaks.
  •  
  • Everyone should go to the game rules matrix and print out the playing times and rules for their age groups.

    New Referee Training

    If you are interested in becoming a referee for BHYSL, you must become United States Soccer Federation (USSF) certified. Michigan State Youth Soccer Association (MSYSA) supports this process by sponsoring certification classes throughout the state.

    BHYSL will be hosting certification classes in the winter months, generally in February and March. We have requested classes in our area, but have not been told when or where. Additional information on classes in other areas can be found at MYSA RFEREE Website. New classes list will be posted in November 2005.

    For 2006, all youth under the age of 14 can only register as a Grade 9 (Recreational) referee. BHYSL requires a minimum age of 12 and you must be in at least 6th grade to referee in the league. Grade 9 allows a youth to referee recreational youth games in BHYSL. The requirements are to attend an 8 hour class (normally two sessions) and take and pass with 75% the USSF Grade 9 Exam. Anyone can take the Grade 9 USSF Recreational class. It is not limited to youth.

    For persons 14 years of age and older, the standard certification is to USSF Grade 8 Referee. This allows a person to referee recreational games as well as competitive travel games (commonly referred to as club or select). The requirements are to attend a 16 hour class (normally two sessions) and take and pass with 75% the USSF Grade 8/7 Exam. If you are currently certified as a Grade 9, there is a USSF Bridge Course that is 8 hours in length that allows you to upgrade to USSF 8.


    Referee Recertification

    All referees, regardless of USSF grade must recertify each and every year. This is normally a 6 hour refresher class held once a year in the Fall. This is a one day class with a exam at the end of the class. Go to MYSA RFEREE Website. for class locations, dates and times.

  • This is a requirement to continue officiating in BHYSL.


  • Adult Referees

    ATTENTION COACHES AND PARENTS: We need adult referees each year. For the fall of 2005 there were a total of 3 adult referees that took games for BHYSL. In addition only 10 of our youth officials are high school age. That means the overwhelming majority of our officials are in middle school. Adult referees are needed to:

  • Mentor youth officials in dealing with difficult situations.
  • Show that this is a “community” activity and not a youth sport.

    Referee Game Checklist

    Being a referee is an important job. Make sure you use this checklist to cover important pre and post game items.

  • Did you check your email and the online schedule this week to see if there were any changes?


  • Do you know the location of the field and the time you are scheduled to ref?


  • Find a substitute if you are unable to referee your games?


  • Make sure you arrive at least 20 minutes before the start of the game.


  • Do you have the following items with you at your games?


  • Do you have the following items with you at your games?:

    1. Whistle
    2. Watch with stop watch feature
    3. Red/Yellow Cards
    4. Paper
    5. Pen/Pencil
    6. Coin
    7. Yellow Referee Uniform with USSF patch, black shorts, black socks
    8. Water
    9. Snacks
    10. Flags (If you are a center ref for 3rd, 4th, 5th or BHSC games)

  • Are you dressed appropriately - do you look official?

  • Make sure you inspect the field prior to the start of game?


  • Did you introduce yourself to the coaches before the game?


  • Did you check both teams to make sure they were equipped safely to play the game?


  • Conduct a coin toss


  • Did you referee a fair game?


  • Report any cards issued or unsporting coaches or supporters to Tony?


  • Report any serious injuries on your game report?


  • Review any rules that you may have been confused about during the game with Tony.

    Player Substitution Explained

    We have had reports from both coaches and referees saying that they don't understand the subbing rules. So when can a coach substitute players?

    Substitutions are allowed only during a stoppage in play. There is a misconception that outdoor soccer is like indoor soccer or hockey where a team can sub on the fly - this is NOT allowed in outdoor soccer.

    Substitutes are allowed by either team….
       - following a goal,
       - before a goal kick
       - during quarter or half time breaks

    Subs are NOT allowed at a free kick (after a foul) or a corner kick.

    A team may also sub when it is THEIR throw-in. The BHYSL has a special house rule that allows the OTHER team to substitute if the team with a throw-in puts subs on the field.

    In addition, anytime a team is allowed to substitute, the coach should request permission from the referee BEFORE putting the sub on the field.

    Rules for Playing in Bad Weather


    Below are the league rules for playing under bad weather:

    1. Check the BHYSL website for any announcement.

    2. Rain is not bad weather and is not grounds for the coach or the    referee to stop the game, unless the field becomes unplayable.

    3. If the rain makes the field unplayable, You should stop the   game.

    4. If both coaches want to stop the game, You should stop the   game.

    5. Make sure everyone gets off the field, if there is lightning or   thunder.

    6. In case of Lightning OR Thunder, you must stop the game. Wait   15 minutes after last time thunder is heard or lightening is seen   before resuming the game.

    7. NO ONE SHOULD STAND UNDER TREES IN THE EVENT OF   LIGHTNING AND THUNDER.

    8. The coaches DO NOT decide if it is OK to resume the game. YOU   DO.

    9. If the delay will extend to the next scheduled game, You should call the game. For example, thunder is heard with 10   minutes left in a game. The game should be stopped, and the game is complete.
